February 12, 2015
Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.
In attendance: CMs, Riazi, Coolen, Eldridge, Thorpe, Rodgers and Cook.

Vice Mayor Eldridge read the Proclamation.
Town Administrator’s Report
Mayor leaf pick-up ends in February and you will have to look at the website to look at the Newsletter. I would encourage people to call public works if they are going to put their leaves at the curb.
CM Eldridge there are several places around town were there is water causing ice pools and leaves may be contributing to this. I would recommend that homeowners make sure that there are no leaves in your gutters so water can drain.
Chief’s Report
Chief Robshaw last year our crime rate was down 11%. This has continued in 2015. The CPACT meeting at the apartments was very good. If residents lock their doors and cars, we could reduce our crime rate by 50%. Over the last 2 months we have had a great deal of commercial robberies around the town and you will see a lot more police activities on our borders. The night-time phone number is being used and we have stopped some crimes in progress. So, feel free to use that phone number. We have the best police and citizen partnership that I have experienced in my 41 years of service.
Recreation Council
CM Eldridge the Rec Council flea market is April 11th. Reservations will open up on March 1st and it is $15 to reserve a table. Call Barbara at 301-773-5883.
Green Infrastructure Committee
Ms. Shiela Salo the great backyard bird count will be February 14th at 10 am – Noon at Woodworth Park and on Sunday February 15th at 10 am – Noon at the Nature Park. This Cheverly Day’s theme is wild cheverly. We are sponsoring a photo contest. We need a small committee to organize this and we are looking for volunteers. If you would like to volunteer call me sheilasalo@gmail.com.
Cheverly Day Committee
CM Thorpe will be held May 16th. The theme is Wild Cheverly. The Police will have the basketball tournament. There are fireworks, there will be music, food, games for kids and adults. It starts at 2pm and runs until dark.
Cheverly Planning Board
Mayor if you would like to participate, please join us. We are preparing for a Cheverly specific plan from MNCPPC. We also discussed the Subregion 4 industrial park employment planning study. Finally, there was a discussion of the WMATA meeting regarding the proposal to install a rail yard at the Landover Metro Station. I am glad to report that this rail yard is now going to be moved to Pennsy Road and out of the Landover Metro Station.
Citizen Input
Mr. Lucas Winston of 59th and Carlyle in 6 newsletters a year there is snow parking notices and last year my wife got a ticket. I took the time to write to the Mayor and Chief of Police in reference to a car that is parked on 59th Avenue. It has been there for 6 months and we had 2 snows and I want to see this car ticketed and moved. The Cheverly West is never going to sell a house if he looks at the area in the County that has all kinds of vehicles with no tags.
Mayor and Council Announcements
CM Coolen Monday night is District 47 night in Annapolis where you can go and get together with our Delegates and our State Senator. If interested you should contact one of our Delegates or the Senator.
CM Riazi If you are able to help clear sidewalks for elderly neighbors, please feel free to contact me directly or the Town. Think about what you want to see for your community for the budget in the upcoming year.
CM Eldridge I want to ask people to do what you can to make sure the streets and sidewalks are passable. Make sure your gutters are clear and pay attention to that.
CM Cook there are 2 community events on February 17th at CUMC there will be a pancake supper. On Sunday, February 22nd the Woman’s Club is hosting a Black History Month program at the American Legion.
CM Riazi February 22nd is the St. Ambrose Spaghetti Dinner.
Mayor at the Worksession we are going to talk about streetside composting, ice ponding, budget discussions, apartment issues, review our election judges, zoning enforcement and our recent land purchase.
CM Riazi can we put on the agenda the native plant propogation plot.
CM Coolen I would like to invite in a representative from the Smith and Son group to see what is happening at the Craftsman site.
Appointment of Election Clerks, Judges and Supervisors
- CM Riazi to pass Resolutions R-1, 2 & 3-15 to appoint election clerks, judges and supervisors. Seconded CM Coolen. Approved 6-0
Discussion – Recent Land Purchase
Mr. Warrington noted that the Town had a contract, but we have not gone to settlement to complete the purchase. It is 1.3 acres at 6301 Kilmer Street next to Gladys Noon Spellman.
Mayor we won’t be talking too much about this property until the purchase is complete. We see this as a highly unique lot and a great opportunity for our community. We will have an open discussion about what to do with this property.
B-W Parkway Light
Mr. Warrington Mr. Torres is working with Pepco and they will be setting another pole and light near the Metro stop and it looks like the final cost will be $1,100.
Current Zoning 2030 Process
Mayor I would encourage everybody to go to one of the listening sessions. Our County’s Planning process deals with the process by which developers can come into the County and develop. It want’s to create a lot of by right development. This will allow developers to go straight to build if they meet all the criteria.
Replacement Principal Process
CM Eldridge Susan Holiday has earned a promotion where she will be at the School Administration to serve to help other principals in the County. The School Board had a survey regarding qualities wanted for a replacement principal and I thought they could have done better. This is a very important position and having a good school is important for the Town of Cheverly. The PTA President, who is my wife, has asked the Town to write a letter to make sure that the School District select a principal that is committed to a high quality environment. I am asking the Council to give the Mayor authority to write the letter.
